A workspace 'Admin' is a user that has been granted full access to ALL projects and ALL software features in your company workspace (including User Management & Billing).
If you want a user to have all access to every single project & every tool and feature in the software you should make them an 'Admin'.
Otherwise, project and software access can be controlled for all Non-Admins to prevent users from accessing certain projects, tools or features in your company workspace.
